bitsPortOperationalState is a read-only value reporting the current operational state of a BITS timing port, i.e. whether the port is actively carrying/providing a usable timing signal. An administrator watches this to detect a failed timing reference before it causes clock quality to degrade elsewhere in the network. For example, if the BITS-IN port supplying the chassis's primary reference goes to a non-operational state, an operator would expect the system to fail over to its secondary timing source.
