What is adnX3DownwardsFIFOCounter?
This counter increments whenever the buffer used to send cells toward the remote equipment (downward direction) overflows, dropping outgoing cells. This signals your equipment is trying to send faster than the circuit can carry it, or the remote end is congested. A downward FIFO overflow count of 5 means your outgoing cells were lost 5 times due to buffer exhaustion.
