This integer threshold (typically a multiple of 256) specifies when selective cell discard activates for low-priority traffic. Network engineers set this to shed best-effort traffic early, freeing resources for higher-priority flows under congestion. For example, a value of 8192 cells means drop low-priority traffic when the low-priority buffer reaches 8192 cells.
