This counter records the total duration in milliseconds that the low-priority output buffer has been overflowing and dropping packets. Network engineers use this to determine if low-priority traffic is chronically starved for buffer space, which could warrant traffic rebalancing or capacity upgrades to prevent sustained data loss. A value of 2500 means the low-priority buffer has been full and dropping packets for a cumulative 2.5 seconds.
