This counter tracks outgoing statistically-committed frames that were discarded by the interworking function due to XON/XOFF flow control congestion. Engineers monitor this metric to detect when downstream flow control is affecting statistical traffic and may need to negotiate faster handshake rates or increase receive buffers. A value of 12 means 12 statistical frames were affected by flow control; low values are normal, but rapid growth indicates a bottleneck downstream.
