What is adnFrtVCOperState?
This read-only enum shows the actual current operational state of the virtual circuit regardless of what you want it to be. Engineers check this to confirm whether the VC is truly working, stuck in a bad state, or down for technical reasons. A value of 'down' means the circuit is not currently operational, even if you set admin state to up.
