What is adnFrVCAdminState?
This OID stores the desired administrative state for this virtual circuit, allowing an operator to command it up or down regardless of operational status. Network engineers set this to take circuits in and out of service for maintenance, testing, or deprovisioning without waiting for automatic detection. For example, setting this to 'up' or 'down' lets an administrator immediately change the intended circuit status, even if the operational state hasn't caught up yet.
