This OID is a counter that accumulates the number of committed data rate frames dropped due to internal queue congestion on ingress traffic. Engineers watch this counter to detect whether the network is discarding frames that customers paid for guaranteed delivery of, indicating overload. A value of 450 means 450 committed-rate frames were dropped due to congestion since the counter was reset.
