This counter records outgoing frames that exceed both the committed and excess information rates on a Frame Relay PVC endpoint. High counts suggest your application is sending more traffic than your PVC is provisioned for. For example, 15,000 excess outgoing frames means your router transmitted 15,000 frames beyond the EIR limit, and the carrier likely dropped them or applied traffic shaping.
