What is adnAtmVplTrmScrClpZero?
This OID stores the long-term sustainable transmission rate (cells per second) for only high-priority traffic leaving the VPL. Network engineers use this to reserve a guaranteed baseline capacity for critical traffic (voice, video) while allowing best-effort data to use any remaining burst capacity. For instance, SCR of 3,000 cells/sec for CLP=0 ensures voice calls always have 3,000 cells/sec available, even under congestion.
