What is adnAtmVplTrmScrAggregate?
This OID stores the sustainable (long-term average) transmission rate in cells per second for all traffic leaving the VPL—a rate that can be sustained indefinitely without triggering traffic violations. Engineers set this lower than PCR to allow brief bursts but prevent sustained overload on the outgoing direction. For example, SCR of 5,000 cells/sec with PCR of 10,000 cells/sec allows short bursts to 10,000 but enforces an average of 5,000 over time.
