What is adnAtmVplTrmPcrAggregate?
This OID stores the maximum cell transmission rate (in cells per second) for all traffic leaving this VPL in both high-priority and low-priority classes combined. Engineers use this to enforce the peak bandwidth ceiling and prevent network overload on the outgoing direction. For example, a PCR of 10,000 cells/sec means the VPL can never send faster than 10,000 cells per second, regardless of demand.
