This OID specifies the bandwidth weight for the receive side of the VCL, determining how the inbound traffic is prioritized when input port congestion occurs. Engineers set this to match or exceed the transmit-side weight to ensure fair resource allocation, preventing one-way congestion that could cause cell loss. For example, if both transmit and receive weights are 50%, the VCL gets equal bandwidth allocation in both directions during congestion.
