This counter measures how long the ATM transmission controller cannot find cell boundaries in the incoming data stream (loss of cell delineation). Network engineers watch this to detect frame synchronization failures on the ATM line card, which indicate severe signal degradation or equipment malfunction. If the counter is increasing, for example from 0 to 5 seconds, it means the interface lost framing lock repeatedly—a sign that the line or opposite end device is failing.
