Description: The length (in seconds) of the timer started upon receipt of a Restart message. The timer is stopped when the internal clearing of called references is completed. If the timer expires, a maintenance message is sent.

This OID defines the timeout (in seconds) after receiving a Restart message until the system completes internal cleanup of old call references; if the timer expires before cleanup finishes, a maintenance message is logged. Network engineers monitor this for restart success; if the timer expires before cleanup, it indicates the connection may not have fully recovered and resources may still be hung. Example: 60 seconds means the system has 1 minute to internally clear all old call data after a restart before reporting a potential problem.
