This counter tracks how many times the downlink cell-memory buffer overflowed on BBTS1C and BBTP3C boards. Network engineers adjust memory allocation when this counter rises on busy boards, ensuring the system has enough storage for incoming cells. A value of 2 indicates two cell-memory overflow events, suggesting buffer tuning may be needed.
