What is adnAtmAccTrmParam3?

Depending on the traffic descriptor type, this OID contains either the Sustainable Cell Rate (SCR) for all transmit traffic, or the Peak Cell Rate for lower-priority (CLP 0 only) traffic. Network engineers use this to enforce dual-rate shaping: the SCR ensures that long-term average traffic doesn't overload the network, while peak rates handle short bursts. For example, SCR=50000 means average traffic is capped at 50,000 cells/sec, allowing PCR bursts above that for short periods.
