What is resLackTime?

This read-only 8-octet value reports the local date and time this resource's resLacks counter last incremented, matching the 'Last Occurred' column in the SERVER ALTERNATE STATUS display; it reads as all zeros if exhaustion failures don't apply to this resource type.
