This read-create value sets, in centiseconds, a hold-down timer that dampens how quickly a BFD Continuity Check session-down event is reported, guarding against flapping alarms from a briefly unstable link. Admins raise it on links prone to brief transient failures to avoid a flood of down/up alarms, at the cost of slightly delayed failure detection. A value of zero (the default) means a down transition is reported immediately, with no dampening.
