What is sapIngQosMeterOverrideFlags?
This read-create bit flag value specifies which meter attributes have been overridden via management for this row; clearing a flag reverts that attribute back to the value defined in the SAP's ingress QoS policy. Admins use this to see, and control, exactly which meter parameters (CIR, PIR, burst, etc.) are locally customized versus inherited from the policy.
