What is sapBaseInfoIngressAggregateMeterRate?
This read-create value (-1 to 20000000 kbps, default 0) sets the rate for this SAP's ingress aggregate meter, usable only when the meter's rate mode is modified-trtcm; -1 means maximum rate and 0 disables the aggregate meter. Admins configure this to cap the combined ingress rate across all of a SAP's queues/classes rather than policing them individually.
