Description:
The value of tAdvCfgOMGranRate specifies the explicit number of kilobits-per-second that should be used as the child's offered rate change sensitivity value.
When the value of tAdvCfgOMGranRate is set to '0', the default offered rate sensitivity behavior to all child policers and queues associated with the policy specified by tAdvCfgPolicyName are restored.
