What is tmnxOesCtlCommsDownReason?

Reports the reason for the last detected loss of OES control communication, such as adminReboot(1), noResponse(2), configFailed(3), invalidSystem(4), invalidSoftware(5), oesUnreachable(6), adminEcSwitchOver(7), ctlCommsUnprov(8), or clearActiveEcCard(9). An admin reads this after a comms outage to quickly identify whether it was an intentional action (like a reboot) or an actual fault condition.
