What is cfmDownMEPQosShaperCIR?
This configures the Committed Information Rate for a Down MEP QoS shaper queue, automatically created the first time a Down MEP is provisioned on a traffic port. An admin tunes this to control CFM OAM bandwidth for that specific direction (per cfmDownMEPQosShaperType) on the port.
