An admin checks this counter to gauge how often an attached device has needed a watchdog-triggered power cycle, and clears it after investigating a spate of resets. A steadily climbing npPwrResetsCounter would tell an admin the equipment on that channel is repeatedly failing its ping checks and needs attention beyond the automatic reset.
