Description: When a media gateway is powered on, it should initiate a restart timer to a random value, uniformly distributed between 0 and the value specified in this object (the maximum waiting delay, MWD). After restart timer timeout, the media gateway can initiate the ServiceChange transaction. This is a way to prevent the MGC is swamped by many gateways powered up at the same time.

This read-create object configures the maximum random delay (MWD) used to seed the gateway's restart timer on power-up, controlling how quickly it attempts to reinitiate service after a restart.
