This reports the total bandwidth (in kbps) configured for RSVP-TE reservation at priority (preemption) level 0 on this TE-link -- one of eight independent bandwidth pools RSVP-TE maintains per RFC 3209 so that tunnels signaled at different priorities draw from separate capacity budgets. Priority 0 is conventionally the class carved out for the network's most important, least-preemptable tunnels (e.g., dedicated voice or premium enterprise circuits), so this figure tells an admin exactly how much headroom exists for that top tier before any lower-priority accounting even comes into play. If this shows 2000000 kbps on a 10 Gbps link, only 2 Gbps of the link's capacity is earmarked for priority-0 tunnels no matter how much total bandwidth is otherwise free.
