This is the configured interval (likely in seconds) at which this pseudowire re-sends its status TLV to the peer, but per the description this setting only actually applies to statically configured pseudowires -- for dynamic pseudowires this object is simply reported as 0 since LDP's own session-refresh mechanism already handles that role. An admin looking at a value of 0 here should first check the PW's signaling type before concluding status-TLV refresh is disabled; on a dynamic PW that's expected and not a misconfiguration. On a static PW, though, a 0 here would indicate refresh is genuinely not configured, which could delay detection of a stale fault condition at the far end.
