What is cienaCesMplsPwOperBandwidth?
This is the bandwidth actually in effect/enforced for this pseudowire right now, as distinct from the configured bandwidth value which may not yet be applied if, for example, a recent bandwidth change is pending propagation through the underlying tunnel's reservation. Comparing this against the configured bandwidth tells an admin whether a recent bandwidth-provisioning change has actually taken hold in the data plane. A configured value of 100000 kbps with an operational value still showing 50000 kbps would indicate the increase hasn't yet been applied, which the admin would want to resolve before assuming the customer has their full requested capacity.
