What is cienaCesMplsPwAdminState?
This reports whether this pseudowire has been administratively enabled or disabled by the operator -- the intended, configured state as opposed to its actual real-time up/down condition. This matters for alarm suppression: if a pseudowire shows an admin state of disabled, any accompanying PW-down condition is expected and shouldn't page anyone, whereas the same down condition on an admin-enabled PW is a genuine service outage. An admin auditing a batch of pseudowires that show unreachable status would check this field first to rule out ones that were simply turned off on purpose.
