This is the operational upper boundary of the static VC label range currently in force, the real-time counterpart used to determine exactly how much static pseudowire label capacity is available at this moment. When a pseudowire fails to provision due to label exhaustion, this is the specific ceiling to check, since it reflects what's actually enforced rather than what was most recently requested. It works together with cienaCesMplsGlobalNextFreeStaticVcLabel to tell an admin precisely how close the device is to running out.
