What is cienaCesMplsGlobalStaticOperTunnelLabelRangeEnd?
This is the operational upper boundary of the static tunnel label range currently enforced by the device, the real-time counterpart to the static tunnel admin end value. It's the number an engineer actually relies on when checking, right now, how much static tunnel label space remains available for provisioning, since the admin value alone might not yet be in effect. A tunnel-provisioning failure citing label-range exhaustion should be checked against this operational ceiling, not the admin one.
