This reports the currently-in-effect upper boundary of the static label range, i.e., the operational counterpart to the static-admin end value that only updates after a reboot when the admin value changes. Comparing this against the admin end value tells an engineer whether a pending label-range resize has actually taken effect yet. A mismatch between the admin and oper end values explains why newly requested static labels near the 'old' boundary are still being rejected until the box is rebooted.
