What is cienaCesMplsGlobalStaticAdminTunnelLabelRangeStart?

This reports the administratively configured lower boundary of the label range reserved specifically for statically provisioned MPLS tunnels (as opposed to the general static label pool or the VC/pseudowire-specific pool), and a change here similarly requires a device reboot to take effect. Ciena's CES platform subdivides the overall static range into tunnel-specific and VC-specific sub-ranges, so this boundary controls capacity planning specifically for manually configured tunnel LSPs. If an admin is running out of room to manually assign tunnel labels, this is the specific boundary they'd need to widen, separate from the VC label range.
