This is the upper boundary of the statically configured tunnel-label sub-range, paired with the start value to bound exactly how many labels are set aside for manually provisioned MPLS tunnels, again requiring a reboot for changes to take effect. When network engineers plan capacity for static tunnels distinctly from static pseudowires (VCs), this is the ceiling they check to see how much headroom remains. Running low against this end value while still needing more static tunnels is the specific trigger for widening this range (and rebooting) before provisioning can continue.
