This is the MPLS label value this router expects to see on packets arriving for this dynamically-signaled transit LSP, assigned during RSVP-TE label distribution and constrained to the 20-bit label space (0-1048575). An admin comparing this in-label against the out-label the upstream neighbor believes it is pushing is how MPLS label-swap mismatches on a specific LSP get diagnosed when traffic silently vanishes at one hop. For example, if this router expects in-label 3021 but a debug capture on the upstream interface shows packets arriving tagged with label 3019, that single-digit mismatch would explain why this transit LSP is dropping all of its traffic.
