This object reports the beginning of the dynamic label range that is currently enforced in the live forwarding path, as opposed to whatever administrative value may be configured. An admin checks this specifically when troubleshooting an LSP setup failure, to confirm that labels the control plane is actually trying to hand out for a newly signaled tunnel are landing within the range the hardware is currently honoring. For example, seeing a signaling attempt request a label below this operational start value would explain a rejected LSP setup even if the administrative configuration looks correct on paper.
