This hold timer specifically guards against reverting to a primary LSP that just barely resignaled and might still be unstable while its recomputed path fully converges, rather than one that failed for a purely momentary reason. For example, a 300-second reversion timeout requires the resignaled primary tunnel to stay continuously up for five full minutes before traffic is allowed to switch back to it.
