This choice controls whether a traceroute through the tunnel reveals the real hop count of the underlying MPLS path or hides it behind a single fixed value, which matters for both troubleshooting visibility and for not leaking internal topology to traffic that traverses the tunnel. Tunnel 'SJC-PDX-PRI-01' might be set to fixed(1) so that every packet entering it shows the same TTL decrement regardless of how many physical hops the LSP actually spans internally.
