What is cienaCesGmplsStaticIngressUniDirTunnelSrcIpAddr?

This is the source IP address of this static encap tunnel; per the description, if left unspecified it inherits the tunnel-group's IP address, and once the tunnel entry is created this field becomes immutable -- changing it requires deleting and recreating the tunnel. An admin needs to know this inheritance behavior specifically, because a source address that appears unset in configuration may still be actively using the parent tunnel-group's address rather than being genuinely blank. For example, a tunnel showing no explicitly configured source but actually forwarding with source 10.70.0.1 is quietly inheriting that address from its tunnel-group.
