This reports whether this static tunnel is currently standby or active within its protection pairing, independent of whether its assigned role is primary or backup -- meaning a nominal primary can show standby state after a failover that hasn't reverted. An admin cross-checks role against state specifically to catch a stuck failover on a static tunnel, since without RSVP-TE there's no automatic re-optimization to eventually restore the primary. For example, a primary(1)-role tunnel showing standby(0) state days after an incident indicates someone needs to manually force it back to active since static tunnels won't self-heal that arrangement.
