This is the destination IP address this static encap tunnel is pinned toward; like the source address it inherits the tunnel-group's address if left unspecified and becomes immutable once the tunnel entry is created. An admin verifies this value carefully before creation since, unlike a dynamic tunnel that could be re-pointed via re-signaling, correcting a wrong static destination means tearing down and rebuilding the tunnel entirely. For example, a static tunnel accidentally pointed at 10.80.0.99 instead of the intended 10.80.0.9 will simply fail silently until someone notices and recreates the entry with the corrected address.
