An admin sets it generously (near 255) to avoid packets expiring mid-path on longer co-routed circuits, since this single value governs both the forward and reverse legs together. For example, a fixed TTL of 250 on a co-routed circuit spanning eight hops each way leaves comfortable margin against premature TTL expiry in either direction.
