What is cienaCesGmplsStaticEgressUniDirTunnelAdminState?

This is the administrative status of the static decap (tail-end) tunnel, reflecting whether the operator has enabled this router to accept and pop labels for this specific incoming LSP. An admin disabling this on the egress side stops this router from accepting traffic on this LSP even if the head-end continues pushing it, which is a distinct failure mode from disabling the encap side -- the head-end would keep transmitting into what is now effectively a black hole at the tail. For example, an admin who disables this decap tunnel without also disabling the matching encap tunnel at the head-end would see the head-end's outgoing counters keep climbing while traffic simply gets dropped upon arrival here.
