This reports the administrative (configured, operator-intended) state of the tunnel named in the notification -- whether the tunnel is supposed to be enabled or has been administratively shut down. It's included in the trap so a receiving management system can tell whether a reported problem is expected (the tunnel was deliberately disabled) versus an unexpected outage on a tunnel that should be up. If this field shows disabled while the operational state shows down, the admin knows the outage is intentional and no ticket needs to be opened.
