What is cienaCesGmplsDynamicTransitCoroutedTunnelFixedTTL?
When the TTL policy for this tunnel is set to fixed, this is the actual TTL value stamped onto the MPLS label. This value only takes effect if the tunnel's TTL policy is set to fixed; if it's set to inherit-from-frame instead, this field is present but ignored, so checking the policy object alongside this one avoids chasing a TTL setting that isn't actually being applied. An operator hiding internal topology might set this to 143 so every packet crosses the tunnel showing a uniform, fixed TTL decrement.
