This is the setup priority (0-7, where lower numbers are typically higher priority in RSVP-TE) this dynamic tunnel uses when contending for bandwidth against other LSPs during signaling -- a higher-priority (lower-numbered) setup request can preempt an already-established lower-priority LSP if bandwidth is scarce. An admin assigns a low setup-priority number to business-critical tunnels specifically so they can bump a less important existing LSP off a congested link during signaling if needed. For example, a tunnel with setup priority 0 can preempt an already-running tunnel with a lower-priority hold value of 7 on a bandwidth-constrained link, guaranteeing the more important service gets the path.
