What is cienaCesGmplsAssociatedTunnelOperState?
This is the combined operational state of the associated (bidirectional) tunnel. Because this rolls up the health of two independently signaled unidirectional LSPs into one status, a down reading here means at least one direction has failed, and you'd need to check the forward- and reverse-leg operational states individually to know whether it's a one-way or two-way outage. If just the reverse leg of associated tunnel 'MIA-HOU-BKP-01' fails, this combined operational state would likely report down(2) even though the forward direction is still passing traffic fine.
