This is the operational state of specifically the forward-direction leg of this associated tunnel. Splitting operational state out per direction is what lets you diagnose a one-way outage on an associated pair — traffic going out fine but nothing coming back (or vice versa) — instead of just getting a single ambiguous 'something's wrong' status for the whole bidirectional service. The forward leg of associated tunnel 'AUS-OKC-CORE-04' might independently report up(1) even while the reverse leg reports down(2), pinpointing the outage to the return path only.
