The cie1000DhcpServerConfigExcludedTable can be inspected to verify that cie1000DhcpServerConfigExcludedLowIpAddress/HighIpAddress ranges correctly exclude reserved addresses (e.g., statically assigned devices) from the lease pool. A VLAN missing from the excluded table when it should have reserved addresses could explain unexpected address conflicts.
